Terms of Reference for Disaster preparedness and Response
Teams Training on First Aid & Search & Rescue in Thatta Sindh

Established as an International Relief and
Development Charity in the UK in 1984, Islamic Relief aims to alleviate the
suffering of the world’s poorest people without segregating them. The focus
since inception has been responding to disasters and emergencies linking them
to sustainable economic and social development by working with local
communities regardless of race, religion or gender.

Islamic Relief is in Consultative status
(category special) with the Economic and Social Council of the United Nations,
signatory to the Code of Conduct of the International Red Cross and Red
Crescent (since 1995) and to the Code of Conduct of People in Aid. Since 2002
Islamic Relief is a framework partner of ECHO (the European Community
Humanitarian Aid department, FPA nr 251, NGO nr: 195). It is also a member of
BOND (British Overseas NGOs for Development) and DEC (Disaster Emergencies
Committee).
Islamic Relief (IR) operates in close to 33
countries with Pakistan Office established in 1992 and privileged to have been
registered at different levels with:

* Company Limited by guarantee under section 42 of the Companies Ordinance of  Pakistan 1984 with the Security and Exchange Commission of Pakistan (Registration No 0033819)
* EAD as an international organization.


Since 2001 Islamic Relief is working to promote
sustainable economic and social development by working with local communities
to eradicate poverty, illiteracy and diseases. Beside that Islamic Relief is
recognized for its shortest possible time to respond emergency and disaster all
over the world. In Pakistan IR immediately responded to major disasters since
2005 earthquake, internally displaced people in Khyber Pukhtunkhwa (KP) and
later 2010 and 2011 floods which caused devastation at large scale. The amount
of 14,545,809 GBP has been raised by Islamic relief Pakistan during floods for
immediate relief and recovery. After emergency IR teams assess the
opportunities for rehabilitation and long term development. In addition Islamic
Relief have well defined and organized Orphans sponsorship program which
provide subsequent financial assistance and counselling to orphans.

Islamic Relief exists in Azad Jammu Kashmir and
Baluchistan since 2001. In AJK Islamic Relief has two Field offices in district
Bagh and Neelum with two Fields units in Dhirkot and Haveli Kahuta. These
offices get administrative support from Area office located in Muzaffarabad. In
Baluchistan IR has field office in Noshki which gets administrative support
from Area Office in Quetta, and 1 field office in Dera Allah Yar khan which is
dealing operations in Naseerabad and Jafarabad. Operations in Khyber
Pukhtunkhwa are dealt by Field Office in Mardan. Country Office in Islamabad
works as umbrella, provide administrative, logistic and technical support to
all field offices and coordinate with institutional donors, NGOs, networks and
line departments.

Islamic Relief successfully implemented projects
in sustainable development, and humanitarian response. All projects are
designed to meet IR strategic objective of alleviating poverty of the most
vulnerable communities without discrimination in any ways. Our programs are in
line with IR vision “Inspired by our Islamic faith and guided by our values we
envisage a caring world where communities are empowered, social obligations are
fulfilled and people respond as one to the suffering of others.â€
 
All interventions are meant to contribute towards
Millennium Development Goals to eradicate poverty and set national objectives
for overall development. In sustainable development, Islamic Relief focused its
interventions in health, nutrition and eye care; rehabilitation of educational
facilities and skill enhancement through vocational trainings; access to
drinking water and adequate sanitation; natural resource management, livestock,
introduction of new methodologies and practices in agriculture and vegetation
and micro enterprise development are the areas for sustainable income
generation. Humanitarian programme deals with relief, recovery, rehabilitation
and seasonal programs. Reducing the risk factor to minimum is the key objective
in all humanitarian interventions. Whereas child welfare program supports
orphan families to manage their living nevertheless raise awareness among the
sponsored families about their rights and realise support groups and general
public about their responsibilities.      

ERT (Emergency Response Training)

Pakistan,
like any disaster-prone countries in the region faces incessant floods almost
every year especially in summer (July - September) due to monsoon rains. Every
year since the last devastating flood of 2010, the Province of Sindh continues
to face the same risk with the people at a loss on how to go about controlling
the rushing of tides followed by massive flooding, and to quickly respond and
avert the onslaught of cyclone caused by the climate change phenomenon. In July
of 2011, the IRP office conducted a survey on Knowledge, Attitude and Practice
(KAP) in Thatta, in particular the Union Councils of Jati and Khothi played
host to the survey team. The objective was to get the feel of the situations on
the ground. Assessment shows that there is very poor local disaster management
mechanism in both union councils, and there is no trained human resource at
community level to provide assistance to other marganzilied communities during
any emergency. The basic measurement required for the community’s ability to
deal with disaster in a quick and effective manner never came out in the survey
result at all. This is an indicator that the community is way below the level
of awareness and preparedness to deal with any future disasters. Islamic Relief
Pakistan has started the implementation of  the establishment of  community based early warning system in Thatta
district for a period of one year. Its aim is anchored on the premise that it
is only through investing in a community based early warning system that the
targeted communities can effectively cope with any future disaster. To achieve
its goal, IRP had designed this project to deal with the main problem faced by
the community---the high frequency of vulnerability.  This can be achieved through community
organization, community sensitization and awareness, coordination and
communication channels and development of integrated preparedness and response
plans at village level. Capacity building of targeted selected community is one
of its main activities where Emergency Response Teams will be given emergency
response trainings focused on First Aid, light search & Rescue and  to respond at time of emergency and will also
learn how to  effectively use early
warning system to minimize the adverse effects of disasters. The community
level village disaster risk management committees will receive the 4 days
Disaster preparedness and response trainings along with the simulation
exercises.

Simulation
exercises will be conducted on the basis of presumed scenario in which
different groups like search and rescue, first aid, fire fighting will perform
their role in a coordinated manner and will demonstrate application of the
skills acquired. This exercise shall boost their confidence that they can do a
lot in case of real emergency. A total of 04 simulations will be organized
engaging various stakeholders such as volunteers, students, community people
and local authorities to practice the skill and knowledge imparted through
trainings. Simulations will be organized in public place and schools in the
last day of each training where children, women and person with disability will
also participate. At the end simulations feedback session will be held to
improve the overall operations.  At the
end of the project there will be functional and fully equipped Light Search
& Rescue (LSAR) and First Aid (FA) teams in each village, ready to respond
to any emergency within their localities. There will be one male and one female
LSAR and FA teams in each of the villages in respect to the cultural norms as
physical contact between genders is not allowed. The female LSAR and FA teams
will cater exclusively to the emergency needs of sign.

The
overall objective of this consultancy is to build the capacity of 175 selected
community volunteers from twenty four  target  villages of U/C KOti and Jati Thatta  in Preparedness though First aid  and search and rescue through 4 training.  

The
training will take place in Thatta for the selected community
volunteers/members of U/C Jati and KOti. The trainers should be proficient in Urdu
and sindhi language. The trainer will take into consideration that the majority
of the participants are illiterate or poorly literate and ensure that the
training methodologies employed are appropriate for this target group.

Objectives of Training:

The participants will be able to:
Ø  It will help the participants to understand the basic concepts of DRR.
Ø  It will Support communities to develop understanding of utilization of
early warning systems for effective response.
Ø  Participants will be able to get basic knowledge on First Aid Skills
and its utilization at community level.
Ø  Participants will be able to learn about the basics of Search &
Rescue skills
Ø  Assist the IRP to translate information gathered into realistic
programming relevant to identified needs, which will reinforce their capacity
building.
Ø  The participants will be able to develop
conceptual understanding regarding LSAR;
Ø  Participants would understand the significance of
acquiring the knowledge and skills regarding tools and techniques of LSAR;
Ø  At the end of FA and LSAR training participants
would be able to do practical application of LSAR.
Ø  To orient ERT members on DRM Planning


Key themes:

evacuations during emergencies







IV. Methodology

·         Consultant is required to submit a detailed proposal on desired
objectives of the workshop. Where segments of First Aid, Light Search &
Rescue is covered. The training will imply relevant and up to date training
methods that will enhance effectively learning of the participants. This will
also ensure efficient delivery of training contents for the achievement of
training objectives.
·         Prior to conducting the training the facilitators will prepare training
curriculum (having contents, schedule and methodology of the trainings)
according to the search and rescue related needs of the project area. Very
simple and relevant reading material will also be collected/organized for the participants;  
·         A participatory approach supporting capacity building of all involved
participants shall be applied throughout the training;

·         All trainings/capacity building sessions should be conducted in a
friendly atmosphere ensuring capacity building of the participants;
·         The language should be simple and instructions should be demonstrated
and practised by the trainees to ensure that illiterate or poorly literate
participants can be trained as master trainers;



VI. Participants

There will be 100 participants for the whole
training divided in 25 for each group training which is planned for 03 days.
The total number of trainings is 04.

VII. Expected Outputs

Within
two weeks after the completion of trainings workshops, the consultant will
submit a detailed report describing the training process and recommendations
including needs for further capacity building and drill exercises.

Reporting/Deliverable

a)      The Consultant
shall produce a compréhensive, clear and concise training session plan with
close collaboration of Islamic Relief Pakistan DRR programme.
b)      The consultant
will produce the training curriculum which should cover the community level
disaster preparedness. First aid and light serach and rescue training plan,
methodology and techniques.
c)       The consultant
Will provide the male and female trainers expert in conducting first aid and
search and rescue trainings.
d)      A compréhensive
training report

Timeframe and place of assignment

The duration of the total consultancy will be 12
days ( 3 day each for training)  effects
with the signing of agreement. The consultant firm/organization/individual is
expected to submit the detailed plan after signing the contract to the DRR
Coordinator / Program Officer DRR Islamic Relief Pakistan within 1 week after
signing the contract.The whole 12 days training including practical field exercise in local
vicinity of training venue.

Competency and Expertise Required

Qualifications and Experience

The potential Consultant/firm/organization/Individuals
will require an appropriate balance of management, scientific and technical
skills, shared vision, knowledge of the region, and experience on DRR and its
approaches. The specific expertise and experience in facilitating the First Aid
& Search & Rescue Trainings and conducting the exercises at community
level. The expertise in developing the hazard maps and disaster risk management
plans. A solid network of contacts in areas of operation and at the technical
agencies, policy institutions, non-government and community-based organizations
and private sector, Understanding and sensitivity to the diversity of cultures,
tradition and languages of the areas, Working knowledge of the target areas and
speaking the Sindhi language would be an asset, Consultant/firms/organizations,
individuals with a significant track record in managing the DRR programme and
conducting the disaster preparedness trainings , proven ability to engage and
negotiate at highest levels of government will be favourably considered,

Consultant
firms/organizations/individuals should have demonstrated working experience in
projects involving based on DRR in which disaster preparedness and Response
Trainings were the prime focus.

* At least 3 to 5 years’ substantial experience in Conducting preparedness and  response training with Focus on First Aid, Search & Rescue.

* Familiarity with the policies, programmes and operating styles of the local and national governments that are participating in the projects,

* Understanding and sensitivity to the diversity of cultures, tradition and languages of the areas,

* Working knowledge of the target areas would be an asset,

* Consultant/firms/organizations/individuals with a significant track record in managing comprehensive trainings/surveyed related to First Aid & Search and Rescue. and the proven ability to engage and negotiate at highest levels of government will be favourably considered,

the applications, the Consultant/ firms/organizations,
individuals selected on a short list in accordance with Islamic relief
procurement procedures will be interviewed and a contract will be issued to the
most suitable applicant.
