Terms of Reference

Focus:Partner/ alliance mapping, context analysis, campaign mapping and workshop facilitation, report writing
Duty Station:Workshops and travel to all provincial capitals (except Baluchistan. GB and AJK)

Objective:  Support CARE international in Pakistan (CIP) with updated information, analysis, and partner mapping and program design to support sector relevant advocacy and campaigning for Pakistan

Background and Key Tasks
Under the 5 yr programme, campaigning and policy advocacy for improved governance is envisaged as a key focus of work. Therefore, to support the rollout of this program plan specifically for the SRH, Womens’ Economic empowerment and Girls’ Education, this assignment will focus on the following broadly:

a)identify CS advocacy / campaign alliances and  initiatives- the actors/ stakeholders, nature of advocacy and issues being focused currently and in recent past (3 yrs) relevant to the 5 yr programme plan) in sectors relevant to CARE
b)map out  - on the basis of above - successful campaigns, coalitions and alliances, lessons learnt and areas for support  for future engagement and campaigning for CARE Pakistan

Specifically,
1.Map key campaigns (past and current, non government sector) in Pakistan by I/NGOS
2.Map issues advocated, target audiences and decision makers, the messages communicated, the media used, popular campaigning. In addition, the effectiveness of such campaigns at the policy and the local level and their main outcomes and impact
3.Documentation of best practices,  successful campaigning, and strategies that would prove effective in influencing policy at different levels (national, provincial and local)
4.Identify areas which require research and effective campaigning in line with LRSP
5.provide key issues and challenges for coalitions and alliances in successful campaigning and  the gaps in support and the type of support required (for instance capacities, design of campaigns, resources etc)
•Suggesting effective and innovative models, strategies which can be taken up, replicated or piloted by CARE International In Pakistan
•Recommending areas and partnerships where innovative campaigning is feasible, likely to have serious impact, and help develop campaigns in Pakistan.

Deliverables:
1.Desk reviews, stakeholder Workshops for FGDs (NGO/ national civil society partners and selected INGOs in ICT)
2.Provide support in contacting stakeholders
3.A Draft report followed by a final report /document which adequately captures the information outlined in the ToRs in an agreed format in a report.
4.Develop a presentation with key highlights on policy/ context and recommendations for CARE.

Timeframe-Work Plan: This work will take place over the period 7 Oct ‘13 to 17 Nov ‘13. The evaluation team will complete the assignment within a maximum of 30 days (including travel).
The consultant is expected to send in a work plan when applying; however the exact schedule of the consultancy will be agreed in consultation with CARE focal persons prior to signing of the contract.

Other Terms and Conditions: For consultants / consultancy firms, taxes will be deducted as per government tax policy. The total payment of this assignment includes any communication / photocopying cost that the consultant(s) may incur during the consultancy period. CARE will not accept any liability  for compensation for the death, disability or other hazards, which the consultant(s) may suffer because of the work, which is the subject matter of this offer.

Payment:

All the payments will be done in local currency i.e. Pakistan Rupee. 30% advance payment will be made after the signing of contract for the proposed assignment as first installment. The remaining 70% payment will be made upon satisfactory delivery of agreed deliverables and final report accepted by CARE, and upon submission of an invoice.

All the cost relevant to the assignment will be borne by the consultant such as travelling, meal, accommodation, photocopying, printing, stationary etc. CARE and its partners will facilitate in accommodation arrangement if request is made by consultant.

Skills and experience required:
•Strong experience of evaluations of campaigns and advocacy.
•Work in the development sector (programming, evaluations, campaigns and advocacy and governance, conducting qualitative and quantitative analysis) for at least 5 years which must be provided in a consulatnt’s profile.
•Valid registration certificate, bank account details in the name of consultancy firm, Valid Tax certificate and National Taxation Number (if tax exempted must be produced in advance)
•Ability to travel and work with flexibility
•Ability to work with limited supervision
•Excellent co-ordination and communication skills to produce report in English
•Individual consultants and consulting organizations can apply

Hashoo Foundation Scholarship Criteria
INSTRUCTIONS: HF SCHOLARSHIPS CRITERIA & INSTRUCTIONS for COMPLETION of APPLICATIONS
Basic Criteria
1. This award is full / partial scholarships to Graduate level studies (Under Graduate Programs) for the
academic year 2013.
2. The awarded of scholarship will be on a 50% loan and 50% grant basis.
3. This round of scholarships is only open to those students who have gained admission in 2013 in Hashoo
Foundation approved institution for under graduate level studies (list attached).
4. These scholarships on need cum merit basis..
5. HF scholarships are designed to cover full or partial costs that are directly related to the course, i.e.
university/college fee. The decision will be determined by HF and will vary from case to case.
6. Each scholarship will be for one year and may be extended further for the duration of the degree course
annually on the basis of academic performance.
7. Preference will be given to the most deserving and talented students from remote and far
flung areas of Pakistan, only those students who genuinely deserve and have an excellent
academic record (at least 75% marks in intermediate) will be considered for these
scholarships.
8. Submission of a scholarship application in itself does not guarantee the award of a
scholarship or place any other liability on the Hashoo Foundation.
Other Requirements
1. Download the application form and fill it as computerized. Incomplete forms will not be
processed.
2. Incorrect information or concealment of any information may result in application being
rejected.
3. Applicants must submit an affidavit that he/she does not availing full scholarship or financial assistance
for the same course and at the same time from any other institution.

i. Latest salary and employment certificates of all income earning family members.
ii. Utility bills, any one of last two months.
iii. Bank statement for the last one year (if any).
iv. Name and address of business (if any) of earning family members.
v. Two attested passport size photographs of the applicant.
vi. Attested copies of Matriculation / O-Level and Intermediate/A-Level result cards.
vii. Attested copies of National ID Card of applicant and parents/guardian.
viii. Bonafide certificate from current department of the university and copy of student card
ix. Income certificate of parents / guardian / siblings.
5. Forms without all the required attested documents will not be entertained.

If the 'reply to' email ID is different from the 'from' email ID
If the contact telephone numbers are mobile phone numbers
If the mailer asks for money-transfers, or payment for any employment/recruitment related purpose, such as immigration and visa processing, travel etc.
If it offers jobs without a face to face interview
If the mail offers jobs you have not applied for
If it offers unrealistic amounts of remunerations/benefits

Job Description
·         Co-ordinate for effective implementation of the CBDRR activities & Conduct activities of community based DRR so that Communities have increased capacity to prevent, prepare for and mitigate disaster risk through locally appropriate DRR strategies.  It will also contribute to strengthening synergies between community based DRR.
·         Develop progress reports periodically in order to ensure the provision of accurate and updated information;
·         Assist mobilization Team and communities in identifying CB-DRR activities e.g. Early Warning, Hazard Mapping, for community members, and also engage children and youth in suitable engagement/participation sessions through meetings and sessions;
·         Facilitate the process of community mobilization and formation of Village Disaster Management Committee & provide technical support to the Village Disaster Management Committees in conducting Hazard, Vulnerability and Capacity Assessment and also develop report;
·         Work with Village Disaster Management Committees to come up with Community Based Disaster Management (CBDM) Plans, conduct TNA & preparation of Capacity Building Plan for the targeted communities, Government Officials, Education department and the civil society networks
·         Roll out capacity building plan by designing and conducting training workshops as per project timelines and requirements for Village Committees covering Hazard, Vulnerability, CCDRR, Risk and Resource Mapping and DRR planning - safety measures.
·         Take Lead and Support in Developing /Adapting modules for Master Trainers, Teachers Trainings, community Trainings as per capacity building component of the project & develop training reports.
·         Map out IEC materials available in the region to be replicated, adapted and utilized in various awareness raising activities in the project
·         Ensure that CB-DRR is implemented effectively in a good quality standards and ensuring consistency of the work in accordance to the programme goal and objectives;

·         Facilitate and organize field visits of various stakeholders at field sides for effective implementation and support to ensure sustainability;
·         Develop, maintain and improve work coordination and linkages with local key partners (community,  NGO, international bodies and DDM Authorities), to ensure the successful implementation of the project activities;
·         Compile case studies in coordination with field Team
·         Provide regular  and follow up support  to communities  organizations on CB-DRR activities;

·         Undertakes any other tasks assigned by supervisor.
 
Requirements
·         Master Degree in Development studies, disaster management or equivalent experience in social work and or other relevant discipline
·         Work Experience 4-5 Yr having considerable command over PRA tools and techniques
·         Experience of implementing best practices
·         Strong interpersonal & team building skills and  excellence as a team player
·         Must have good communication skills, presentation skills

Project
Info:Global Citizens in Action (GCA) is a
virtual exchange and civic engagement program that connects secondary school
students and educators in Pakistan, Afghanistan, and the US through a dynamic
curriculum on cultural exchange, media literacy, and global citizenship. Run by
Global Nomads Group, in partnership withPEACE and School of Leadership, Afghanistan (SOLA), GCA students
engage in intercultural dialogue, explore media bias, utilize technology, and
collaborate across cultures. By equipping students with these critical 21st
century learning skills, GCA fosters leadership and motivation for youth take
positive action in their local and global communities. The 2013-14 program is
funded by the US Embassy in Islamabad.

Summary
of Position:
Reporting to Project Managers at
PEACE and GNG, the Islamabad Project Coordinator is responsible for
implementing all aspects of the Global Citizens in Action (GCA) program in
Pakistan and will be based in or near Islamabad.

PRINCIPAL
DUTIES AND AREAS OF RESPONSIBILITY:
·      Work with PEACE Project Manager, GNG, and SOLA to
implement GCA Pakistan activities (leading in Islamabad, supporting in Karachi),
including: educator professional development, student workshops, virtual
exchanges (videoconferences, online platform), and youth arts/media projects
·      Recruit Pakistani secondary schools and educators for
the program and select youth participants in a transparent process;
·      Liaise with Pakistani schools/educators throughout program
to implement curriculum activities and virtual exchange with participants,
ensuring that all are held in a timely and safe manner;
·      Support the technical components of the program
(videoconferencing and Internet/computer technologies, creation of student
media projects);
·      Provide English-Urdu translation (written and verbal) of
student and educator materials, activities, and virtual exchanges, as needed;
support facilitation of student dialogue;
·      Help moderate discussion on program's social
media platform that strengthens youth cultural exchange, including research and
posting of current/relevant news events and articles, etc.;
·      Support the completion of monitoring and evaluation
activities with educators and students throughout the program;
·      Complete administrative duties (record
keeping, phone calls, emails);
·      Oversee special events/projects, as
assigned;
·      Adhere to the highest educational and
organizational standards in the completion of the program, sharing information
in a transparent and timely matter, respecting customs and cultural
sensitivities implicit in working in Pakistan, Afghanistan, and the US, and
representing the program to external parties in an appropriate and competent
manner

QUALIFICATIONS:
·      Post-graduate / Masters degree or equivalent;
·      3+ years experience working with secondary school youth and
educators; intercultural/global education preferred;
·      Strong understanding of global issues and Pakistani, Afghan, and
US relations;
·      English and Urdu/Punjabi/other fluency; written and verbal
translation skills desirable;
·      Strong computer/Internet skills; previous experience with
videoconferencing, online networking, and digital media production preferred;
·      Strong listening and communication skills; previous experience
in dialogue facilitation or conflict-resolution preferred;
·      Experience working with US or other
foreign government programs and familiarity with reporting requirements preferred;
·      Must have flexible working hours based on program (time zone)
demands;
·      Ability to travel domestically; possibility of international
travel;
·      Team player, collaborative, adaptable, and self-motivated;

Logistics:
* Period: 12-month role (October 2013 – September 2014).

* Hours: Full time (~40 hours/week)

Under the theme of “Land Governance in the Post-2015 Agenda: Harnessing Synergies for Implementation and Monitoring Impact”, the 2014 conference will focus on building a shared understanding of best practices in land governance. By providing an opportunity to strengthen collaboration between diverse experts in land governance, the conference aims to put stakeholders at the country level in a position to address this key development issue. Papers are invited for presentations at the conference in seven thematic areas:
* Securing and protecting land rights from a gender perspective
* Managing urban landscapes
* Attracting responsible land-based investment for local benefits and common resource management
* Maximizing benefits from spatial data
* Strengthening country level institutions
* Fostering transparency in land ownership, use, and administration
* Research on key aspects of land governance
Authors interested in presenting at the conference are requested to submit an initial 800 to 1,500 word abstract. The final paper should be between 6,000 and 12,000 words. Submission of an abstract implies the author’s willingness to review up to four other abstracts. A technical committee will decide on paper acceptance based on the following criteria:
* Innovative nature and policy relevance
* Contribution to the literature and body of knowledge in general
* Quality of methodology and analytical rigor
* Links to capacity building
Authors will have the choice to submit an abstract individually or create a group proposal. Please follow the instructions for submission via the online form on the 2014 conference website. BBSYDP invites RFPs from training providers

As you all know that Benazir Bhutto Shaheed
Youth Development Program is a mage initiative of the Government of Sindh to
address poverty & unemployment in Sindh through skill development based
short and long trainings in employable trades.

This mega effort towards youth

(18-35 years) Human Resource Development (HRD) has so far benefited 198, 000
youth through training in 389 employable trades from Phase I to V.

BBSYDP has received
financing from the World Bank towards the cost of the Sindh Skills Development
Project (SSDP) and intends to apply of the proceeds to stimulate the service
providers for industry-led skill development of 45000 unemployed youth in three
years through short term trainings across Sindh Province.

Provincial Coordination
Unit-BBSYDP now invites TECHNICAL AND FINANCIAL PROPOSALS (RFP) from Organizations/Institutes/Companies/NGOs imparting recognized skill
based trainings and will evaluate proposals on performance benchmarks.

Training proposals must
be designed to respond to labor market demand and training organizations will
be held responsible for ensuring that a negotiated percent of graduates either
obtain employment, self employment or continue education/training. As such
training organizations are responsible for determining the areas in which they
will deliver training.

International Institute of Peace Studies (IIPS) (formerly “Youth Coordination Center International†, YCCI) in cooperation with ARF – AMAN calls for the application for Youth for Peace (YFP) to be held in Bangkok, Thailand from 12th- 18th December 2013.

The deadline for the application will be on November 15th. No applications will be accepted after this date.
IIPS does not provide airfare expenses, successful candidates will be responsible for their air fare. Local Transportation, accommodations and foods during the training are covered by IIPS.
