The position reports to Chief Executive and will lead the Research and M&E functions and will closely work with the CEO for achieving organizational strategic objectives.
Key Responsibilities:
* Responsible to lead the Research and M&E functions of the company.
* Maintain an overall knowledge of the organization vision to develop appropriate strategies; reference and represent that in management/board meetings.
* Conduct various forms of research as well as statistical analysis countrywide
* Meet with key stakeholders across the country to both gather input for research and then help ensure that research is put into practice
* Set departmental and individual employee goals and provide routine evaluations of progress toward these goals.
* Contributes to the compilation evidence that enables Greenstar to reflect on, and manage the effectiveness of its programs at local and regional level.
*  Verify the quality of M&E data and ensure the integrity of that data and its appropriate use.
* Ensure that funding proposals integrate robust M+E processes and plans
* Develop guidelines and materials to provide technical assistance and training to support the execution of M&E framework regionally
* Identify and promote professional growth opportunities for staff. Ensure adherence to professional standards and ethics of prospect research.
* Plan and implement M&E frameworks Countrywide
* Lead the development and roll out a comprehensive approach to M&E that reflects organization approach to M&E and that allows and manage programme effectiveness and be accountable to stakeholders.
* Develop and oversee budgets, policies and procedures for the Research Department.
* Evaluate research tools and emerging technology and coordinate vendor relations.
Maintain awareness and accomplishments of the organization goals and of issues within the development profession.
Job Specifications:
* Masters degree preferably in Social Sciences/Social Work
* 10+ years of experience in research, field monitoring and evaluation in leading roles
* Extensive experience in the use of qualitative and quantitative research methods
* Excellent verbal and written communication skills
* Strong interpersonal and analytical skills
* Strong understanding and hands-on experience of managing the entire cycle of developing and executing the M&E frameworks, systems and procedures.
* Ability to quickly understand the information and evidence needs of colleagues and be able to work with them to design appropriate methods and procedures to meet these needs.
* A strategic thinker who is able to work with a long-term vision of the evidence/information base required to support key strategic decisions for the organization.
* A strong manager and mentor who has demonstrated an ability to manage their human and financial resources to deliver to deadlines.
* Experienced in delivering research utilizing a range of methods - both quantitative and qualitative - and has an excellent understanding of the fit between these methods and the type of data required. This would preferably be in the field of public health.
*  A creative and analytical thinker who is able to use data to answer complex operational and programmatic questions.
* Capable of presenting research and evidence in a clear, coherent and confident manner to a range of stakeholders, both within the organization and externally.
* Experience of delivering for donor-funded programs, and direct experience of working with key public health donors in Pakistan (USAID, DFID, KfW) would be an advantage, although not essential.
