ToRs for Development of Training Material under “Just & Sustainable Livelihoods (JSL)” Project of Pakistan Fisherfolk Forum

Introduction to the Organization: Pakistan Fisherfolk Forum (PFF) is one of the strongest social movements in Pakistan. The PFF is a democratic organization with the membership of 60,000 persons across the country. It has a considerably high number of female members. PFF is a nursery of producing the leaders in the fishing communities across Pakistan. Its struggle targets policy issues related to fishing rights, fish trade and conservation of natural resources, rehabilitation of the Indus Delta, environmently sustainable fisheries policies, abolition of contract system, historical fishing rights on water bodies for indigenous fishers, discouraging industrial fishing by deep-sea trawlers and marine pollution, and also detention of fishers. Pakistan Fisherfolk Forum (PFF) invites proposals from well reputed firms/consultants for conducting Training Need Assessment in Sindh and the Punjab provinces and developing the new training manuals probably on:
Organizational Management (Urdu)
Leadership (Urdu)
Political Education (Urdu)
Advocacy (Urdu)
Gender Mainstreaming (Sindhi)
Sustainable & hygienic fishing methods/practices (Sindhi)
Environmental protection (of fresh water bodies and natural environment) (Sindhi)
Public Interest Litigation (Sindhi)
The interested firms/consultants are required to have a sound understanding of socio-political situation of the project area with especial knowledge about the fisheries sector and fishers’ issues. The proposals are required to mention the methodology of development of manuals having a clear framework for conducting a training need assessment, involvement of beneficiaries and staff of the project in this entire process, time and finance required composition and size of the manual development team (gender balanced) and justification of methodological choices. The selected consultants will be required to hold an orientation session with Project Staff and PFF Management and feedback session on the draft of the manuals.
Deliverables:
To conduct an orientation session with the project staff and management of PFF
To conduct a comprehensive Training Need Assessment in the project area
To develop following eight training manuals each on;

To conduct a feedback session with the project staff and management of PFF on the draft of the reviewed and developed training manuals
Introduction to the Project:
This is the proposal for the extension of Just and Sustainable Livelihoods (JSL) project for its third phase. Its first and pilot phase was implemented from September 2008 to August 2009 and the second phase was implemented from September 2009 to August 2012. Both of the phases were successfully completed with a number of achieved milestones and history making landmarks. The abolition of the contract system through legislation is the most important one among them. The third party/external evaluation report of the project is enclosed herewith.  The proposed project will focus to improve the livelihood of inland fishers through advocacy and lobbying however some marine fishing community of Karachi will also be addressed in order to mobilize and organize them so that they could play their proactive role in catalysing the struggle of inland fishers of the project area in getting the license system implemented. Moreover, one the main themes of the proposed project is the mobilization and organization of fishers.

Title of the Project: Just & Sustainable Livelihoods (JSL): organization and mobilization of fishers for their collective action

Project Area: Eight Districts of Sindh & Six Districts of Punjab provinces of Pakistan
(Sindh:  100 Units of Karachi, Thatta, Badin, Jamshoro, Sanghar, Umerkot, Kashmore and Qambar-Shadadkot districts;
Punjab: 50 Units of Muzaffargarh, Bakhar, Layyah, Lahore, Attock and Miyanwali districts)

Project Duration: Twelve Months (June 01, 2013 to May 31, 2014)

Project Beneficiaries:

Direct Beneficiaries: 11080 fishers including 3668 women (8580 fishers of Sindh & 2500 fishers of Punjab)
Government Authorities, Parliamentarians & Other Stakeholders: 260 including 60 women

Indirect Beneficiaries: The fisherfolk Communities of Sindh and Punjab Provinces, approximately 80,000 fishers

Overall Objective:

To bring positive policy level changes for the fishers and fisheries resources of Punjab while proper implementation of policies in Sindh through advocacy, lobbying and dialogue with the government and other stakeholders

Specific Objectives of the Project:

To organize and mobilize fisherfolk (men & women) of Sindh and Punjab and develop their capacities and ownership of PFF to make it stronger, more transparent and credible organization
To improve the access of fisherfolk to public inland water bodies and the protection and rehabilitation of public inland waters for their sustainable livelihoods
To strengthen and promote lobbying, networking and coordinating with civil society, media and other relevant stakeholders for the joint action

Timeline: Entire activity should be completed within two months
