REQUEST FOR PROPOSALS (RFP)
Strategic Review & Planning

Introduction:

Women’s Empowerment Group (WEG) is a non-profit, non-governmental organization; aiming to accelerate the process of socio-economic development and empowerment of unprivileged segments of the society at grass roots level without any ethnic, racial or religious discrimination.

WEG’s major programs:
* Pink Ribbon National Breast Cancer Awareness Campaign
* White Ribbon Men’s Movement for Gender Equity & Equality
* Hayat National Initiative on Sexual & Reproductive Health and Rights

WEG is looking for a consultancy assignment which will be responsible for the development of new project proposals in social sectors on research based approach, resource mobilization and review of the existing strategic documents and ongoing programs of WEG. Moreover, drafting of new strategic plans, yearly plan of operations, program development/partnership model, resource mobilization plan/strategies, M&E mechanisms, financial budget and highlight the good practices and policies as per social sector.

Scope of Work:

* Design and facilitate implementation of WEG’s Strategic Plan, Projects / Programs Strategy for the next 5 years - A practical and living document having a description of contextual analysis, re-aligned vision, mission, program outcomes, outputs, activities, program strategies and plan for institutional capacity building.

* Conducting SWOT Analysis - A SMART document clearly stating strengths, weaknesses, opportunities and threats to the organization and it projects / programs.

* A 10 years analysis report reflecting the current status of organization and it projects / programs including relevance, major achievements, gaps and tangible / measurable recommendations for further projects / programs development.

* Design and facilitate the implementation of WEG’s Program Development Policy - A SMART document clearly stating Partnership Mechanisms, Donor Liaison, Consortium Building for Project Implementation, Program Planning and Designing, Project Formulation / Proposal Development Process, Program Monitoring and Evaluation, Budgeting, Program Communications & Documentation, Logical Frame Work (LFA) and Responding to Emergencies.          

* Developing Resource Mobilization Strategy - A guiding document describing resource mobilization procedures for WEG’s, Program sustainability including  securing restricted and non-restricted grants and investment plan etc.

* Developing Result Based Monitoring and Reporting System - A customized M&E manual providing guidelines for Result Based Monitoring of WEG’s Program including monitoring tools, reporting forms, templates for success stories, indicators for program performance and basic database for recording of beneficiary database.

* Identification of potential donors / partners for WEG’s Programs - A database of potential donors / partners.

* Writing of five (5) proposals for possible future partnerships / projects.

Who can apply:

Firm or individual consultant who has at least 8 to 10 years of relevant experience.

Procedure to Apply:

The firm or individual consultant must follow the following requirements for their proposal:

a)     Send your proposal to Women’s Empowerment Group, 2/11 M, GULBERG III, LAHORE by courier only.
b)     The proposal shall comprise of single envelope containing two separate envelops i.e. Technical and Financial Proposal and clearly marked Technical and Financial proposals.
c)      The proposal sender shall submit 2 copies of Technical and 2 copies of Financial Proposals.
d)     Technical proposals shall contain firm / consultant profile, experience in related field, technical staff details (if any), similar assignments completed, major client list etc.
e)     The proposal sender must provide the work plan along with a timeline for completion of assignments.

Selection Procedure:

a)     In the first stage for each category, only Technical proposals will be opened
b)     Technical evaluation of the firms shall be based on information provided in Technical Proposals.
c)      For this tender weightage of Technical and Financial proposals shall be 50% and 50% respectively.
d)     The proposal found lowest and technical compliance will be accepted.

General Terms and Conditions:

Following are the general terms and conditions

a)     The Evaluation Committee reserves the rights to accept/reject any proposal without assigning any reason at any stage of the proposal evaluation process.
b)     The decisions of WEG will be binding on all concerned and will in no case be challengeable at any forum or any court of law.
c)      The proposalder is liable to be rejected if; they are not conforming the terms, conditions and specifications stipulated in this RFP.
d)     During the examination, evaluation and comparison of the proposed the WEG, at its sole discretion, may ask the proposalder for clarifications of its proposal.
e)     In case of any dispute between the two parties of any matter arising out of after signing the contract agreement, the case shall be referred to the management of WEG, whose decision shall be final and binding on both parties.
