Preparation of
Human Security Report for four districts of Upper Sindh

Bhittai Social Watch and Advocacy
(BSWA):
Bhittai Social Watch and Advocacy (BSWA) is a
non-governmental organization established in 1992 by concerned rural youth. The
vision of the organization is 'to influence policies and practices in favor of vulnerable
peoples, social groups, communities, irrespective of political, social,
cultural and financial status or affiliations, to advocate a participatory and
representative democratic state and society'. For attainment of its vision the
organization generates quality information; create space for wide range of
perspectives and voices as well as to promote participation in public discussion
and informed citizenship.

The Assignment:
Bhittai
Social Watch and Advocacy (BSWA) is partner with Oxfam Novib in a project ‘Citizens First: Improving Human Security in
Pakistan’. The project includes Policy advocacy and community mobilization
for basic social services and fundamental rights that are essentially required
for Human development and advancement. Bhittai Social Watch and Advocacy (BSWA)
in consultation with Oxfam Novib has plan for development of Human Security
Report for four districts of upper Sindh i.e. Khairpur Mirs’, Sukkur, Larkano
and Shikarpur.

We
invite the Expression of Interest for the assignment narrated briefly above
from the experienced professionals with proven track record of working on
similar kind of assignments.

Researcher for 2 months:
The
Researcher should have professional experience of research on basic social
services particularly in Sindh. Knowledge of Sindhi and understanding of
cultural context will be given preference. The Researcher will be responsible
for producing the Human Security Report in accordance with contents as above.
BSWA has developed toolkit for data collection and process for report
development. The researcher will collect and analyse primary data; collect and analyze
secondary data from relevant departments, media and CSO reports as well as to produce
the Human Security Report covering last 2 years.

Interviewers / data Collectors for 2
months:
BSWA
requires 2 – 3 young professionals with relevant experience of minimum 2 years.
The Interviewers and data collectors will assist Researcher in preparing
reports for Key Informant Interviews and Focused Group Discussions.

Specific Objectives of the
Assignment:
The
specific objective of the assignment is development of Human Security Report for
four districts of upper Sindh i.e. Khairpur Mirs’, Sukkur, Larkano and
Shikarpur. BSWA has already developed a toolkit and format for Human Security
Report.

Specific Steps to Accomplish the
Task:
1.       Study
and understand toolkit and report format developed for the purpose
2.       Develop
a plan for primary data collection through key Informant Interviews and
Focussed Group Discussions (FGDs)
3.       Collection
and analysis of secondary data from relevant government departments, media and
CSO reports
4.       Prepare
and finalize the report based on feedback from BSWA management and relevant
stakeholders

Deliverables:
The
deliverable of the assignment shall be basically the Human Security Report
supported by the data from four districts of upper Sindh i.e. Sukkur, Khairpur
Mirs’, Larkano and Shikarpur. The outline of the Human Security Report is
developed in consultation with other partner organizations. The outline of the
report is as follows;

Sectors Manifestations or areas for investigation
Primary education
  Accessibility, condition and availability, quality, enrollment and dropout of boys and girls students, other social issues affecting education
Primary Health care and Hygiene
  Accessibility, availability and condition of infrastructure and services, human resource and quality – hygiene
Local Conflicts
  Tribal, brotherly and neighborhood disputes escalated in conflicts, disputes and conflicts on land or other properties, conflicts over shamalat properties etc
Customary Practices
  Karo kari, wani etc
Clean Drinking Water
  Accessibility and availability of tab water and related issues
Infrastructure Roads, streets, transport
Social security Relevant labor laws, laws related to safety of mine workers, social security for peasants and small farmers

Governance Aspects:
The
Human Security Report requires the policy and governance analysis of the above
mentioned sectors and areas of investigation. The assignment requires to
include following aspects policy and governance analysis in the report;
1.       Policy
analysis of every sector / highlight the key points including gaps
2.       Monitoring  mechanism within sector as well as transparency
and accountability
3.       Equal
& equitable opportunities and access
4.       Capacity
of governance or administrative infrastructure to deliver
5.       Mechanism
of Community  Participation &
effectiveness
6.       Quality
of services (i-e curriculum, clean water etc.)
7.       Information
on allocation, variance of budget / Analysis and to highlight the issues and
gaps, shortcomings

Design and size of report:  Following specifications were final to make
report user friendly:
a.       Total report 20 pages (A 4 Size)
b.      Foreword/ preface  ( process, Purpose & conclusion  ) 1 page
c.       Font size 12  Arial,   A-4 size page
d.      For each sector 2 pages (includes one table, one
photograph)
e.      Case studies 3 pages
f.        Half page area profile, half page organizational
profile
g.       One page recommendation

Data Sources: Following sources of
information are identified for data collection in the toolkit prepared for the
purpose

Guiding Notes: The toolkit kit also
include the guiding notes or ‘DOs and DONTs’ on procedural issues as well as on
the contents. For examples the Human Security Report will certainly look all
the sectors from following perspectives;
a.       Gender
perspective
b.      The
effect of natural disasters
c.       The
effect of ill-planning or human made disasters
d.      The
effect of poor governance or malpractices etc
The
above and other aspects shall be like lens to assess all the identified sectors
from perspective of human development and empowerment.
Duration of the assignment:
The
duration of the assignment shall be 2 months starting from the signing of the contract.
However BSWA management intends to start the work on assignment very soon.

Legal Obligations:
1.       BSWA
would ensure compliance to cyber policy and state laws Pakistan and also would
ensure ethical use of data.
2.    Data prepared for this project will be the
property of BSWA and reserves all the ownership rights and may not be
challenged.

Remuneration for the assignment:
BSWA
will negotiate and pay an adequate amount to professionals hired for the
assignments. The remuneration will be fixed for on monthly basis and paid
accordingly. In addition the expenses from work station to the field areas
shall be reimbursed. All applicable taxes will be deducted accordingly.

Last date and nature of work:
The
last date for the showing of the interest is August 31, 2013. Short listing and
finalization of the details will be done by September 10, 2013 followed by
signing the contract. BSWA expects the availability of the team immediately
after signing of the contract for required period of 2 months. BSWA office
shall be considered as work station however negotiable in case of doable

A lot of project managers would relate to the comment that it seems like the project manager does a lot of administrative work. However, to be honest, administrative work is also in the eye of the beholder. What one person sees as administrative work might be a fundamental aspect of project management to another person
The project manager leads the team through a definition and planning phase, and then monitors and controls the project until it successfully (you hope) concludes. This would include managing scope, issues, staff, quality, etc. Notice that performing administrative work is not a part of that simple definition.
The first question to ask yourself is exactly what is administrative work for a project manager? Part of the answer has to do with how you feel about the various responsibilities that a project manager has. Let̢۪s look at a few and see what you think. 1. Status reporting.You can tell a lot about the mindset of a project manager based on how they look at status reporting. Many project managers think that status reporting falls under administrative work. However, our view is that managing expectations through status reporting and status meetings is a fundamental role of a project manager. Sorry - it is not overhead. If you think it is overhead then you may not understand the vital responsibility of communicating proactively on your project. * Updating the schedule.Some project managers hate to update a schedule, and think that this is an administrative burden. What do you think? Sorry - understanding where you are at on your schedule is a
fundamental project management process - not administration.
* Completing a Project Charter.Again, many project managers just want to get going and start the work. To them, planning is an afterthought, not something that should hold up a project. Do you need to Charter your project? Sorry, the answer is yes. Creating a Charter is not administrative work. There is always a legitimate question as to how long the Charter needs to be, but there never should be a question about doing it or not doing it.
* Updating project logs and forms.Many projects have forms that they use to request scope changes, track scope changes, track issues, etc. Are these administrative tasks, or are they the valuable tools of a project manager? Scope changes, risks, issues, etc. need to be documented. It is not overhead. It is fundamental to your success. It is always legitimate to push back on the length of forms, the amount of information required and the number of steps in a process. For instance, if you have to complete a ten-page charter for a 30 day project, I would agree that there is some non-value added work involved.  
However, some project managers think that anything that requires writing (or typing) is administrative. But is that really the case? Much of what might appear to be administrative work is really the direct input or output related to project management. Project managers can master this aspect of their job and relegate it to a smaller percentage of their time. However, if you have an aversion to documenting things, project management may not be right for you.

Dear protection Cluster members and mailing list subscribers,

as alerted few days back, including through the Provincial Protection Cluster Coordinators, a series of training sessions on the MIRA will take place next week in several Provinces. The sessions will be held by a mixed group of trainers (including from the protection Cluster) along the following Calendar.

Quetta:
PDMA training day - 19 August (PDMA Office)
Balochistan Boy Scout Association -  20 to 21 August

Lahore:
PDMA training day - 20 August  (PDMA Office)

At Islamabad level and at Provincial level, OCHA should have by now disseminated invitations to INGOs and NGOs to be part of the Joint MIRA Roster. The participation to the Roster is BY AGENCY (i.e. not by individuals) and all costs (staffing and logistics) to participate in the training and to be later engaged in the MIRA - if the MIRA is launched - will have to be born by the Organisation.

Interested organisations can contact directly OCHA in the provinces or at Islamabad level (afridi1@un.org.). Attached are the required forms and the conditions to be part of the MIRA Joint Roster, as shared by OCHA. The participation of Protection Agencies is welcomed, in that they may bring expertise for the protection segment of the MIRA.

Finally, we want to attract again your attention that the complete MIRA material can be downloaded from the Pak Response Website (separately or in the zipped package). As other Clusters, as member of the Assessment Working Group (Coordinators) and Assessment Technical Team (IMO), the Protection Cluster has significantly contributed to the development of the MIRA tools (Questionnaire, Observation Checklist etc.), including in cooperation with the Gender and Child Cell of NDMA. The final versions of the Questionnaires/ Observation checklists have been eventually amended and cleared by NDMA Senior Management.
More specifically, the Protection Cluster has contributed to the development of the Code of Conduct as well as the Guidelines for the interviewers, and the related training material that will be sued by the trainers in the mentioned sessions.

Age relaxation is only for 2 years means it was 28, now Govt relax it 30
only but as i am also above 30 and also applied as i have already submitted
my age relaxtion application to chief secretary and with the Combined
Comprtative Examination form i submitted that age relaxation copy also as
umeed par dunia qaiam hay. Yes bankers can also apply.

Derrick Barrow on Being a Freedom Writer Teacher in Lousiana
On Monday August 12, Freedom Writer Teacher Derrick Barrow was interviewed by his local news station. The news crew showed up to Derrick's Belaire High School classroom and discussed returning for another school year as an English teacher and the head of the English department. Watch Derrick talk to channel 9 in Baton Rouge, Louisiana about being a Freedom Writer Teacher and the impact it has had on his students.

"Finding Your Calling"

Not everyone stays. Even fewer return. First lady Michelle Obama did. And so did I. I grew up in the shadow of Dr. Martin Luther King Jr.’s legacy, and I studied in the same high school as the Nobel laureate and civil rights martyr. When I realized my calling to become a teacher, I knew that I would return. This profession is a privilege-to usher the next generation of leaders to realize their potential; to serve the Atlanta neighborhood that gave, and continues to give me so much; to bind myself to the legacy of service Dr. King challenged us all to live. Every day I ask myself, “How can I fulfill my own dreams and those of my students?”


Marian Wright Edelman reminds me that “it is the responsibility of every adult…to make sure that children hear what we have learned from the lessons of life and to hear over and over again that we love them and that they are not alone.”


Teaching is an art that must take place both in and outside of our schools in order that our students may see the connection between learning and serving.


My relationship with my students is a special one. Because I walked the same halls and sat in the same classrooms when I was a student, they relate to me in a way few other educators are fortunate enough to experience. And even though many of my students are high achievers and scholarship earners, there is often darkness behind the light.


Skill is often not enough. One of my students is a great debater and was given the opportunity to compete in a national tournament held in Washington, D.C. Sadly, he could not attend because the registration required that he have health insurance—insurance he no longer had because both of his parents lost their jobs at GM and Ford plants. I realized that even those students who delve deep into their studies face barriers.


Another student maintains a 94 grade-point average, a winning attitude, and a thirst for putting pen to paper. But, caught up in her academic success, she was dehydrated. Drained, every day she fought the fear of no longer having her two HIV-positive parents in her life.


I keep seeing this child in my mind’s eye. I see her in class working away as if no care in the world presses upon her. I see her writing away to earn A’s across her report cards. How do I separate my role as teacher from that of social worker? When she tells me that she needs “just a couple more days” to gather the money for a trip, because the money she had set aside had to be used to buy her parents’ medicine, how can I remain fair to the other students? Do I give her more time? Do I pay for her trip myself?


Another one of my students admits that he wants to murder his father, because his father refuses to pay child support. He still bears the scars of being forced to watch his mother being dragged across floors only to see the man who abused her abandon his family and forget who and what he left behind.


When the students have done all that they can, where do we and the education system meet them? It is heartbreaking to teach students who have talent but no stage on which to perform because of where the live; who have artistic ability but no canvas on which to express themselves because the school district keeps cutting back. It is heartbreaking to teach students who come from torn homes that have fostered broken definitions of what romantic love really is and should be, and students who are so young but already convinced that they’ll never be able to live debt-free because half of their family’s bills are in their names.


For many of my students, I am all that they have. And I am giving all that I am to move them beyond their present circumstances. Teaching is my life. Helping my students become their best selves gives my life purpose, meaning, and hope. Today is a better day. I am what my students need. I am a teacher.

Springfield Public Schools Establishes Offical Partnership with the Freedom Writers Foundation

         
The Freedom Writers Foundation is officially partnering with Springfield Public Schools in Springfield, MA.

The Mayor of Springfield, Domenic J. Sarno, and the Superintendent of Schools, Dan Warwick, have both endorsed an offical partnership with the Freedom Writers Foundation. Following their endorsement, many charitable and generous foundations, corporations, colleges, universities, and individuals have donated to make the partnership a reality. The entire community is behind the partnership and because of the amazing support, the Freedom Writers Foundation and Springfield Public Schools will be working hand in hand to help youth succeed.

The community of Springfield and the Freedom Writers Foundation are confident that this partnership will result in academic improvement district wide.

To evaluate the program, we have partnered with New York University's Metrocenter for Urban Education led by Dr. Pedro Noguera. Noguera's team will follow the progress of the program and evaluate how it impacts the youth of Springfield.


We are honored that Springfield Public Schools, the Community of Springfield, and NYU's Metrocenter are all teaming up to help more at-risk students succeed and get a second chance at a fulfilling life.

The Freedom Writers Teachers Institutes


This summer the Freedom Writers Foundation hosted two Teacher Training Institutes in our home town, Long Beach, California. The Institutes are five-day training programs for educators, professionals who work with adolescents, and professionals in leadership roles.

At the Institute, Gruwell and the Freedom Writers lead a full-immersion training of the Freedom Writer Methodology and accompanying curricula. During the five-day institute, participants learn the components of transformative education through hands-on learning activities and real-life experience.

For our June Institute, we were grateful to have educators and professionals from all over the world. The participants arrived from various countries including the United States, Rwanda, Canada, Germany, Denmark, and the Netherlands.

Our July Institute consisted of twenty-five teachers, administrators, and program staff from a single district, Springfield Public Schools from Springfield, Massachusetts. Over the next two years, the Freedom Writers Foundation, Springfield Public Schools, and New York University will be observing the progress made by students in the Springfield district.

Below are a few profiles of the amazing educators who joined us this summer.

Jan Erik Dubbelman (pictured above) is the first Freedom Writer Teacher from the Netherlands. As the International Director for the Anne Frank Museum in Amsterdam, Jan Erik welcomed the Freedom Writers Foundation to his place of work in November of 2012 and began a lifelong paternship between the two organizations. We are so excited to officially welcome Jan Erik to the Freedom Writers Family.
 
Bryan Duarte (pictured above with Freedom Writer Shanate Jones) is a first generation college graduate. His mother moved from Portugal to Springfield, Massachusetts and raised her four children alone after her husband passed away. Bryan now teaches eighth grade English in the same city he grew up in and wants to be part of the Freedom Writers movement to give back to the town that was so generous to his mother.

Latoya Bosworth (pictured above with Freedom Writer Dustin Infante) is an English teacher at Springfield Public Day High School. When Latoya was 13 her grandmother whom she was very close with passed away and left her a diary. Ever since, Latoya has used writing as a tool to cope with her emotions. Her passion for wirting has been turned into four books and helped her reach countless teens during her 16 years working with at-risk youth. We are very proud to have Latoya included in our 350 Freedom Writer Teachers.
