In response to recent humanitarian catastrophes, we currently have training and local capacity building programmes in Sudan, South Sudan andKenyain response to continuing insecurity in the region, and inPakistan, addressing the ongoing challenges of efficient response to the current humanitarian situation.
Background
Since the earthquake in 2005, Pakistan has been subject to a series of ongoing emergencies, including the earthquake in 2008 and more recently the flooding in 2010, 2011 and 2012. Most notably, it is experiencing a combination of a significant growing internally displaced population as well as increased threats to both civilians and internal security as militants target markets, INGOs and the military acrossPakistan.
There are numerous barriers to the effective and efficient response to present humanitarian issues inPakistan. In particular RedR has identified the need to increase staff and operational capacity in the following three areas: Humanitarian Principles and Practice, Project and Security Management and DRR. RedRUKis in a unique position to deliver a context appropriate capacity building programme focusing on training, which will address these problems. 
Job Description
The list does not cover the full scope of tasks and responsibilities of the Training Coordinator but serves to illustrate some of the areas of emphasis for the post.
The RedR Pakistan programme aims to provide training and learning support in relation to effective humanitarian principles and practice, project and security management and disaster risk reduction. It addresses training on different levels from foundation level training to management training to senior level personnel in all three programme areas.
The Training Coordinator will coordinate the training activities of the training team; ensuring training is within the country strategy and meets the quality and reporting requirements of RedR. The training coordinator is expected to take on a proactive role in project acquisition through external networking and proposal writing.
The training coordinator covers the subject areas of Humanitarian Principles and Practice and Project Management and will manage the development, regular review and updating of this content, train on the courses under this remit at various events.
The training coordinator will manage and develop the pool of RedR associate trainers and identify suitable trainers for the required courses.
The training coordinator is responsible for the line management of the training assistant and coordination of the training activities in collaboration with the Logistics and Administration Coordinator and the RedR Representative in Pakistan.
 The training coordinator will oversee the quality of HPP training delivery and maintain the contribution to ongoing Learning Needs Analysis, M&E and impact assessment for the overall RedR Pakistan programme.
Main Duties and Responsibilities
* Keep up to date with developments in training methodology and key humanitarian and disaster management  issues in humanitarian response, preparedness, risk reduction, recovery, project  management
* Work with the RedR Representative in Pakistan and other Training Team Leaders to ensure consistency in use of materials and training practice.
* Lead on  the design, review and regular updating of PM related courses and contribute to the development of other courses for RedR's programme in Pakistan
* Plan, convene and deliver training courses and workshops to meet RedR's objectives in Pakistan.
* Ensure the efficient administration and smooth running of the courses convened by the training team through working with the Training Assistant, Operations team and other relevant training team members.
* Liaise with client organisations to ensure training and administration related issues are addressed.
* Coordinate and supervise the training team to ensure that training is relevant and meets quality and reporting requirements of RedR.
* The TC may also be required to support staff recruitment within the RedR Pakistan training team with the RedR Representative in Pakistan.
* Contribute to a systematic Learning Needs Assessment (LNA) process with the Country Programme
* For all courses, ensure the timely and accurate recording of participant information, completion of daily and end of course evaluations and compilation of Training Course reports by the relevant training team members.
* In collaboration with HQ and RedR Representative in Pakistan update the yearly strategy for training and capacity development. 
* Prepare yearly training calendars of courses including updated fact sheets for all courses. Liaise with the RedR Representative in Pakistan and the International Programmes desk on the final scheduling of courses and content of the fact sheets.
* Support the Operations team in external and internal communications and marketing of planned training and learning support activities, and sharing experience and learning from the RedR Pakistan programme.
* Undertake regular networking and main contacts for client organisations (NGOs, UN agencies, academic institutions, government representatives, networks) and regularly attend relevant forums and conferences to  disseminate information regarding planned training and learning support activities and for project acquisition purposes.
* Prioritise project acquisition of bespoke training through client networks and attendance of both relevant meetings, forums and conferences and through informal means.
* Together with the RedR Representative in Pakistan, actively search and respond to calls for proposals for relevant training and programme requests, forge purposeful alliances with partners.
* Share contact information and notes/updates from client meetings within the RedR Pakistan .
* Manage and develop pool of RedR associate trainers, maintain regular contact and assign duties to match requirements of planned training.
* Coordinate with International trainers when required.
* Participate in and constructively contribute to RedR Pakistan team meetings and events.
* Observe and adhere to the RedR Pakistan security policies and procedures and the RedR Code of Conduct at all times.

Person Specification
Essential
* Solid experience in the field of training in humanitarian related subjects and project management
* Experience related to writing proposals and acquiring projects
* Previous humanitarian work experience
* Tertiary qualification in Education, Training or other relevant subject area. Professional, accredited certificates in training are also accepted.
* An understanding of adult learning and ways of engaging learners experientially
* Ability to contribute to the development of new courses
* A sound appreciation of the technical and personal issues facing relief workers such as; international law, codes and standards, gender, conflict and security issues.
* Excellent people skills, including good communication and strong inter-personal skills
* Proven ability in managing others, including performance management and staff development issues
* Understanding and experience in facilitation of training in Pakistan cultures.
* Commitment to humanitarian relief and knowledge of the sector
* Excellent computer skills, with good knowledge of Microsoft Office applications
* Sensitivity to cultural differences and the ability to adapt to different contexts
* Fluency in written and spoken English and Urdu
* Ability and willingness to travel within Pakistan on short notice
Desirable
* Project management skillls
* Knowledge of other Pakistani languages e.g.  Pashto, Punjabi, Sindhi
* Ability and willingness to travel to Afghanistan and work in Pashto or Dari

Contract Terms
Post Full-time 
Period Fixed term until 31 December 2014, subject to funding.
Extensions are subject to further funding and performance in the role

Authority
The TC functions with authority from the RedR Representative in Pakistan. Working towards RedR's vision and helping to deliver its mission, the RedR Representative in Pakistan authorises the TC to carry out the role as described above, and to use the resources allocated for this purpose in the annual budget. 
Limitations to Authority
The TC shall operate within the parameters of the strategic and operational plans and within good practice as understood in the sector and developed by the organisation. These limitations will be reviewed periodically.
Accountabilities
Accountability in this relationship is mutual. The RedR Representative in Pakistan is accountable to the TC to provide support, guidance and resources and to relate to the post-holder in a manner consistent with RedR's values. The TC is responsible to the RedR Representative in Pakistan for performance according to the expectations of the post and for operating within the authority delegated.
