PROJECT SUMMARY
The Project will provide single room safe and durable shelters for the flood-affected households in the sub-District of Mahar (District Dadu of Sindh Province). The Project seeks to provide construction material, technical support, community-level technical and skills training to flood-affected people of target areas. Furthermore, beneficiaries will be trained in the upkeep and maintenance of their new shelter provision. 

Job Summary
The Construction Manager (CM) will provide technical support in appraisal of shelter design, Bill of Quantities (BoQs) and oversee the transparency and integrity of the tendering process as it pertains to Contractor selection. During the construction activites, s/he will , monitoring and evaluation of shelter construction and other interventions by ensuring adherence to standard procedures, regulate building practices, and assure that Sphere standards, Shelter Cluster and relevant PDMAs best practices and recommendations are mainstreamed in all activities.  

Responsibilities 
The CM will supervise the permanent shelter project and manage day to day operations of the construction project in his/her area of responsibility. The CM will report to the Program Director and liaise with procurement and logistic counterparts in the field sub-office. His/her responsibilities will include: 

§ Evaluate shelter design and BoQs of shelter applications received by the Organization to ensure that they are applicable to local context, Sphere and shelter cluster standards.
§ Support contractors/partners in the survey, site selection, design and construction of appropriate shelter designs (emergency, transitional and permanent/core shelter). 
§ Assist to identity and recruit local Contractors for the construction of shelters and assure their adherence to the same Sphere/Cluster standards of construction.
§ Engage the beneficiaries in the site development and self help components of the project. 
§ Conduct tri-weekly field/monitoring visits, identify challenges and gaps in project implementation and provide support to ensure that established standards are adhered to and quality of infrastructure meets criteria outlined in BoQs. 
§ Submit weekly reports to the Administration Officer and Country Director with particular note to benchmarks, risks, work plan and project lifecycle adherence, etc.
§ Record and report any deviation from the original design along with the reasons for the change to the Administration Officer and Country Director immediately upon identification.
§ Closely work with procurement and logistics assistants in the field sub-office to ensure that required construction materials are procured and delivered to the respective sites in a timely manner. 
§ Assist to prepare close out document for the approval and thus final payment to the Contractor
§ Closely coordinate with the relevant Organizational (INGO) and contractor/ NGO partner project staff throughout the management cycle of the construction/shelter related projects. 
§ Ensure that all construction/shelter projects are implemented efficiently as per Organizational guidelines, best international practices and in line with appropriate Government and Shelter Cluster policies. 
§ Develop capacity within communities and partner team(s), through training and skills transfer on appropriate technologies, SPHERE standards, shelter construction/maintenance and repair of shelter etc.
§ Ensure that appropriate safety measures are adopted and properly communicated to beneficiaries of each project by partner through awareness session and IEC material distribution and support in designing/sharing of the material to ensure the appropriate and culturally accepted messages are shared with beneficiaries
§ Actively participate and represent the Organization in Shelter Cluster meetings as well as in other relevant external meetings. 
§ Promote innovation, best practices and appropriate design of shelter related work through research and field assessment. 
§ Manage information related to shelter projects and share with relevant actors/key stakeholders. 
§ Ensure that work plans are designed to achieve the desired outputs and outcomes and make certain that weekly plans and updates are shared in timely manner
§ Ensure through monitoring that challenges/gaps in Project implementation are highlighted, documented and corrected in a timely manner through proper feedback 
§ Together with project team, community and partners, ensure mainstreaming of Gender and Disaster Risk Reducation in the overall planning, implementation and management of the shelter/infrastructure projects. 
§ Be prepared at short notice to undertake appropriate duties assigned by Organization's management related to development and emergency programs across Pakistan. 
§ Perform other duties as assigned. 
Required Skills
1. B.E. /BSC in civil engineering or academic qualifications in a related discipline 
2. Minimum 5 years relevant experience in constructing Shelter projects, preferably with international NGOs 
3. Experience/knowledge of innovative Shelter approaches for emergency, transition and core shelter 
4. Good capacity in community mobilization and knowledge of participatory approach in project implementation 
5. Fluency in written and oral English and Sindhi or Urdu; fluency in all three preferred
6. Sound IT skills, including Word and Excel 
7. Excellent command of oral and written English and has ability to prepare project related reports/documents 
8. Ability to work alone or part of a small team 
9. Excellent facilitation and interpersonal skills 
10. Analytical and problem solving skills 
11. Willingness to work and live in remote parts of Sindh, and to travel to other parts of the country in case of an emergency 
12. Commitment to capacity building processes, people first principles and working with the disadvantaged members of society 
13. Ability to work under pressure and adhere to strict deadlines 
14. Ability to train partner staff and ability to motivate and develop skills of others
15. Awareness of gender issues and Commitment to humanitarian principles and actions

The successful candidate would be responsible for his/her accommodation, thus locals are enourage to apply. The position requires frequent travel to rural areas of Sindh Province.
