Title: Monitoring & Evaluation Coordinator
â€" M&E Coordinator
Reporting
to: CEO
 
Main Tasks and
Responsibilities
ü  Ensure
achievement of program outputs as per approved work plans, successful implementation
and reporting by sub recipients and WEG in line with program timelines.
ü  To
ensure all learnings are incorporated as a result of effective project
monitoring & evaluation
ü  To
design and implement Monitoring & Evaluation systems and tools as per
project LFA’s for the ongoing review of projects, using approved indicators and
targets, to measure progress and make recommendations for improvement.
ü  To
assist Manager Monitoring & Evaluation for activity wise, monthly and
quarterly reporting, Support the regular data collection, conduct analysis of
data and prepare reports in collaboration with project managers, Provide
support in reporting program outputs and activities to required bodies,
coordination groups, and other requesting organizations. Some daily, others
weekly, bi-weekly, monthly.
ü  To
conduct field surveys and physical activity Monitoring & Evaluation, Ensure
effective implementation of baseline and other surveys, such as project
reviews, and midterm and end-of-project reviews. Actively support design and
implementation of Assessments, Surveys and Evaluations (internal and external).
ü  Ensure
effective program documentation and timely preparation of quality report;
ü  The
incumbent shall ensure that all program obligations are realized, accounted
for, documented and reported.
ü  Develop
project plan and integrate activities within the project cycle. Support
projects in the revision of work plans and strategies. 
ü  Build
the capacity of the project project staff to effectively introduce and maintain
the quality, timelines and financial considerations as agreed with project
sponsors
ü  Build
the capacity of the project staff involved in monitoring, evaluation, and data
collection. This includes initiating, organizing, participating in, and/or
conducting training sessions and evaluation workshops. 
ü  Ensure
compliance with the requirements of the reporting systems for preparing project
reports as per the Donor formats/requirements.
ü  Prepare
for presentation and distribution to stakeholders: data, lessons learned, best
practices, and the statistical, qualitative, and anecdotal evidence provided by
the project activities.
ü  Write
a variety of documents and analytical reports, e.g. data summaries, workshop
reports, etc.
ü  Build
and maintain positive relationships with all members of staff, and contacts
within and outside the project.
ü  Undertake
any other duties as may be requested from time to time.
ü  Participate
in the monitoring and evaluation component of the annual budget of projects
funded through the project.
ü  Monitor
expenditure on monitoring and evaluation of project and corporate level.
 
Success Indicators (KPIs):
 
ü  Design,
implement & monitor the Monitoring & Evaluation System.
ü  Ensure compliance with the requirements of the reporting
systems for preparing project reports as per the Donor formats/requirements.
ü  Conduct
field surveys and physical activity Monitoring & Evaluation.
ü  Ensure
all learnings are incorporated as a result of effective project monitoring
& evaluation.
ü  Develop
minimum two to three case studies and success stories in a month.
ü  Program documentation and timely preparation of
quality report. Provide support to the Manager in reporting program outputs and
activities to required bodies, coordination groups, and other requesting
organizations. Some daily, others weekly, bi-weekly, monthly.
ü  Capacity
Building of project staff involved in report writing, monitoring &
evaluation.
ü  Prepare
for presentation and distribution to stakeholders: data, lessons learned, best
practices, and the statistical, qualitative, and anecdotal evidence provided by
the project activities.
ü  Build
and maintain positive relationships with all members of staff, and contacts
within and outside the project.
ü  Establish
comprehensive MEL functions in WEG and for projects
ü  Training
of staff on M&E systems
ü  Ensure
evaluation of 70% events on a random basis.
ü  Establish
a knowledge management system in WEG and documents all leanings.
ü  Develop
database/IT solution for M&E.
ü  Assist
in studies and research initiatives.
 
Skills and competence
ü  5-8 years of social development experience with fair
exposure to monitoring & evaluation practices.
ü  MBA/ Masters in Economics,
Statistics/Communications/Social Sciences/Arts.
ü  Ability to design Monitoring & Evaluation systems
and tools.
ü  Exposure to conducting
baseline, mid- term and end line project evaluationsExcellent interpersonal and
communication skills required to train / coach staff and give occasional
presentations.
ü  Excellent written communication skills.
ü  Strong analytical skills including analysis of both
quantitative and qualitative data.
ü  Excellent organizational and time management skills
required to meet deadlines.
ü  Ability to work independently and as part of a team.
ü  Good understanding of
Result Based Monitoring and Evaluation systems
ü  Certified MS Project
ü  Ability to analyze
Logical Frameworks
ü  Strong project cycle
skills: assessments, design, implementation, monitoring, evaluation and
strategic planning skills
ü  Post graduate diploma in
quantitative/ qualitative research techniques
ü  Excellent Information Technology skills.
ü  Developed application in the evaluation and / or
operational research about programs, to include the design and implementation
of evaluation strategies on both the project and organizational levels.
ü  Development and delivery
of training in M&E.
