TERMS OF REFERENCE (TORs)
General Information.
Pakistan Fisherfolk Forum (PFF) is one of the strongest social movements in Pakistan. The PFF is a democratic organization with the membership of 70,000 persons across the country. It has a considerably high number of female members. PFF is a nursery of producing the leaders in the fishing communities across Pakistan. Its struggle targets policy issues related to fishing rights, fish trade and conservation of natural resources, rehabilitation of the Indus Delta, environmentally sustainable fisheries policies, abolition of contract system, historical fishing rights on water bodies for indigenous fishers, discouraging industrial fishing by deep-sea trawlers and marine pollution, and also detention of fishers. PFF has also incorporated disaster risk reduction approach to its activities in addition to tackling climate change.
About the project
PFF has been implementing poverty reduction project with collaboration and support of Welthungerhlife (WHH). This project is targeting the 15 disaster prone & flood affected villages of 03 Union councils i.e Ahmed Rajo, Bhugra Memon & Seerani of District Badin, Sindh Pakistan.
The central theme of project is poverty reduction. Whereas as Disaster risk reduction, climate change adoption, institutional development, empowerment of local government, community driven initiative, strong coordination among community and local administration, revolves around the central theme. Climate change and gender mainstreaming are cross cutting themes of this project.
The development goal of project is poverty reduction of non-state actor in collaboration and strong coordination of State actors.
This Project shall be contributing the first goal of MDGs on "Eradicating extreme poverty & hunger". Since the project is mainly focuses on the initiatives taken with the communities through strong & effective coordination & networking of the Government line Departments at District Levels.
About the Consultancy:
Pakistan Fisherfolk Forum (PFF) intends to procure the services of a firm/consultant to undertake the community based trainings on CMST (Community management skills training) under its project Poverty Reduction of coastal communities of District Badin Through inclusive & integrated Development being implemented at Badin with the collaboration of (WHH) Welthungerhilfe.
Since, these are community based trainings and the participants purely belong from coastal areas where literacy ratio is very low. Therefore applicant must explain and describe the methodology and techniques in proposal to make the trainings effective and participant friendly.
There are total 15 trainings on CMST and nine refreshers on same topic. In each training a join group of both male and female making total of 20 person will participate. In each refresher and training there will be 24 participants both male and female. Each refresher and training will be of three days. These trainings and refreshers would be held on monthly basis . The detailed schedule is given below. The venue will be in Qasimabad, Hyderabad.
Training Manual
The training manuals are developed by PFF. Training will be designed on the manuals. However, it is little flexible for the trainers to modify the contents
Training objectives
To orient community on importance of community organization and its structure and operation
To orient community on roles and responsibilities of different people especially office bearers in a community organization.
To orient community on CO documentation, record keeping & saving records.
To train community on how to conduct and record of CO meeting
Developing understanding of community on the basic communication and conflict management skills
Conducting exercises to fill attendance sheet, proceeding register, resolution & saving pass book
To train community on how to develop system of savings and its effective utilization for development
To develop capacity of community on how to develop productive linkages at local and district level with others community organizations and government concerned line agencies.

Scope of work
The consultancy covers the preparation, set up and conduction of trainings including the production of relevant training/teaching material, training documentation and final report.
Initial Meetings
The consultant is expected to start the assignment by arranging a coordination meeting with the project team. Based on this initial trip, the consultant will make his recommendations as to his timetable to undertake the activities described there under.
Review the relevant material
PFF have training manual available on the said topic. The consultant is responsible to review the training manual and develop presentation and other, manages the information keeping in view the methodology of training. He or She is also supposed to review the project proposal and M&E framework. It will help to design conduct training on the required results.
Schedule

Reporting.
1.The consultant will report directly to Jamil Junejo (Manager Programs) at jamilb4u@gmail.com keeping pakistanfisherfolk@hotmail.com in CC.
2. All reports are to be written in English. The consultant will provide an electronic version (soft copies) of all the required deliverables. The quality pictorial reports will be completed in form and substance acceptable to Pakistan Fisherfolk Forum. The training Report would be submitted by consultant within seven days after completion of each training.
The interested consultants/firms should send their application along with technical proposal and CVs containing clear information on their recent and relevant work. The proposals can be sent on above addresses by 26th December,2013.
Criteria for selection/ preferred skills
1- Strong understanding of community issues.
2- Having sufficient experience of conducting community trainings on same topic
2- Strong communications skills in local language
3- Submission of well structured proposal meeting the objectives of trainings
Cost estimation
Please send technical proposal carrying out detail of expenses of Trainer/s fee, handouts distribution, reporting charges, accommodation and travel.
Payment:
The payment will be made through cheques and taxes are applicable as per government of Pakistan laws.

Furthermore, to promote values of democratic governance for inclusion and independence awareness on legal rights attention at the trainings should provide skills and knowledge necessary to organize and lead collective peaceful action. Each community leader be equipped with understanding of basic legal and human rights, democratic concepts, and political education. Participants will learn about the UN Declaration of Human Rights and International Convention on Economic Social and Cultural Rights (ICESCR) with special reference to Constitution of Pakistan.
